The families question: modeled from HUD's HIC bed mix. HUD doesn't record awards by household type, so each housing program's dollars are split by that program's share of beds serving families (households with children), from the 2024 Housing Inventory Count: PSH 30%, RRH 65%, Joint TH-RRH 58%, Transitional Housing 45%, Safe Haven 0%. Services & infrastructure (SSO, HMIS, Planning, UFA) aren't bed-based and are shown separately. This applies national bed shares to each geography, a defensible estimate; a fully precise figure would use each CoC's own HIC shares. HUD's own family commitments for reference: at least 10% of CoC+ESG for family permanent housing, and at least $430M in the FY2026 competition.
